{"id":2426,"date":"2023-03-30T11:38:41","date_gmt":"2023-03-30T09:38:41","guid":{"rendered":"https:\/\/eurof-wftu.eu\/?p=2426"},"modified":"2023-03-30T11:38:42","modified_gmt":"2023-03-30T09:38:42","slug":"we-denounce-a-spanish-states-plan-to-privatise-the-health-care-system","status":"publish","type":"post","link":"https:\/\/eurof-wftu.eu\/?p=2426","title":{"rendered":"We denounce a Spanish State\u2019s plan to privatise the health care system"},"content":{"rendered":"\n<p><strong><em><a href=\"https:\/\/www.lab.eus\/es\/damos-a-conocer-un-plan-estatal-de-privatizacion-del-sistema-sanitario-a-traves-de-las-mutuas-patronales\/\">The World Federation of Trade Unions Coordinating Committee from the stateless nations of the Basque Country, Pa\u00efsos Catalans, Canary Islands and Galicia, denounces the Spanish government&#8217;s plan to privatise the health system through the employers&#8217; mutual insurance companies.<\/a><\/em><\/strong><\/p>\n\n\n\n<p>Last Friday, LAB trade union denounced the existence of a draft agreement to delegate the management of common illnesses to the employers&#8217; mutual insurance companies. The draft document has been agreed between the Spanish Social Security System and the employers&#8217; mutual insurance association AMAT and has been passed on to each Autonomous Community to be implemented by the corresponding health department and the employers&#8217; mutual insurance companies.<\/p>\n\n\n\n<p>According to this agreement, in the case of workers in companies that have contracted services with employers&#8217; mutual insurance companies, when they are on sick leave, common contingencies and related tests, treatments, interventions or rehabilitations would be at the disposal of these mutual insurance companies. The consequence of this would be, among other things, that the mutual insurance companies would apply productive and economic criteria and, on this basis, discharge workers as soon as possible, leaving workers&#8217; health on a secondary plane, at the expense, moreover, of social security. The measure would affect 80-90% of the active population. The agreement would give it the power to audit the public service doctor and demand the necessary technical reports within a short period of five days, and it would have to provide extensive explanations to the mutual insurance company.<\/p>\n\n\n\n<p>Behind this document, which is being sold to us as a collaboration agreement, there is a clear attempt to step on the accelerator of the privatisation of public healthcare. Since 1995, more and more power has been given to the mutual insurance companies in the Spanish State and on this occasion, the intention is that the Employers&#8217; Mutual Insurance Company takes over the health service of the active population, emptying the Public Health System. Thus, following neoliberal doctrine, the approach is that medical care for active workers is provided by mutual insurance companies in order to get them back to work as soon as possible; and for those who are not considered productive, the public health system is emptied of resources.<\/p>\n\n\n\n<p>They want to sell us the idea that all this is being done to reduce waiting lists, but from the Peoples&#8217; Coordinating Committee of the World Federation of Trade Unions in the Spanish State, we clearly understand that the way to achieve this is not to privatise public health care, but on the opposite, investing in public services. In this sense, we propose a publicisation of the employers&#8217; mutual insurance companies in order to complete a solid public health system. There are legal tools to do this, but unfortunately what does not exist is the political commitment.<\/p>\n\n\n\n<p>From the Coordinating Committee, we call on the autonomous governments of our respective territories to reject this privatisation attempt categorically and to make a commitment that the care of the common illnesses of these workers will not be entrusted to the employers&#8217; mutual insurance companies. At the same time, we demand that the central government of the state to back down, and we demand that if it really wants to make policies at the service of the popular majorities, it should be brave and not follow the same path taken with the Labour Reform, the Pension Reform and the Gag Law. There are conditions to be able to make other policies, but what unfortunately does not exist is a real determination in the government to deepen the political and social changes that we need as peoples and as a working class.<\/p>\n\n\n\n<p><strong>March 27<sup>th<\/sup> 2023<\/strong><\/p>\n\n\n\n<div data-wp-interactive=\"core\/file\" class=\"wp-block-file\"><object data-wp-bind--hidden=\"!state.hasPdfPreview\" hidden class=\"wp-block-file__embed\" data=\"https:\/\/eurof-wftu.eu\/wp-content\/uploads\/2023\/03\/LABekEskuratutakoDokumentua.pdf\" type=\"application\/pdf\" style=\"width:100%;height:480px\" aria-label=\"Embed of LABekEskuratutakoDokumentua.\"><\/object><a id=\"wp-block-file--media-c7203df3-652a-429a-b1ec-3af88408ee52\" href=\"https:\/\/eurof-wftu.eu\/wp-content\/uploads\/2023\/03\/LABekEskuratutakoDokumentua.pdf\">LABekEskuratutakoDokumentua<\/a><a href=\"https:\/\/eurof-wftu.eu\/wp-content\/uploads\/2023\/03\/LABekEskuratutakoDokumentua.pdf\" class=\"wp-block-file__button wp-element-button\" download aria-describedby=\"wp-block-file--media-c7203df3-652a-429a-b1ec-3af88408ee52\">Download<\/a><\/div>\n\n\n\n<h1 class=\"wp-block-heading\">Denunciamos un plan estatal de privatizaci\u00f3n del sistema sanitario<\/h1>\n\n\n\n<p><strong><em>Desde la Coordinadora de la Federaci\u00f3n Sindical Mundial de los pueblos del Pa\u00eds Vasco, Pa\u00efsos Catalans, Canarias y Galiza, denunciamos el plan estatal de privatizaci\u00f3n del sistema sanitario a trav\u00e9s de las mutuas patronales.<\/em><\/strong><\/p>\n\n\n\n<p>El pasado viernes, el sindicato LAB denunci\u00f3 la existencia de un borrador de convenio para delegar en las mutuas patronales la gesti\u00f3n de las enfermedades comunes. El borrador ha sido consensuado entre la Seguridad Social espa\u00f1ola y la asociaci\u00f3n de mutuas patronales AMAT y traspasado a cada Comunidad Aut\u00f3noma para su ejecuci\u00f3n entre el departamento de salud correspondiente y las mutuas patronales<\/p>\n\n\n\n<p>Seg\u00fan este acuerdo, en el caso de los trabajadores y trabajadoras de empresas que tengan contratados servicios con mutuas patronales, cuando est\u00e9n de baja, quedar\u00edan a disposici\u00f3n de estas mutuas las contingencias comunes y las pruebas, tratamientos, intervenciones o rehabilitaciones relacionadas con las mismas. Ello tendr\u00eda como consecuencia, entre otras cosas, que las mutuas hicieran valer criterios productivos y economicistas y, en base a ellos, dar de alta a los y las trabajadoras cuanto antes, quedando la salud de los trabajadores en un segundo plano, a costa, adem\u00e1s, de la seguridad social. La citada medida afectar\u00eda al 80-90% de la poblaci\u00f3n activa. El citado acuerdo le otorgar\u00eda poder para fiscalizar al m\u00e9dico del servicio p\u00fablico y exigir en el corto plazo de cinco d\u00edas los informes t\u00e9cnicos necesarios, teniendo que ofrecer amplias explicaciones ante la mutua.<\/p>\n\n\n\n<p>Detr\u00e1s de este documento que se nos quiere vender como un convenio de colaboraci\u00f3n, hay un claro intento de pisar el acelerador de la privatizaci\u00f3n de la salud p\u00fablica. Desde 1995 se ha dado cada vez m\u00e1s poder a las mutuas en el Estado Espa\u00f1ol y en esta ocasi\u00f3n, lo que pretenden es que la Mutua Patronal se haga con el servicio de salud de la poblaci\u00f3n activa, vaciando el Sistema P\u00fablico de Salud. De ese modo, siguiendo la doctrina neoliberal, el planteamiento es que la atenci\u00f3n m\u00e9dica de los y las trabajadoras en activo se realice mediante las mutuas con el fin de conseguir su reincorporaci\u00f3n lo antes posible; y para aquellas que no se consideran productivas, el sistema p\u00fablico de salud queda vaciado de recursos.<\/p>\n\n\n\n<p>Nos quieren vender la idea de que todo esto lo hacen para aligerar las listas de espera, pero desde la Coordinadora de los Pueblos de la Federaci\u00f3n Sindical Mundial, tenemos muy claro que el camino para esto no es privatizar la sanidad p\u00fablica, sino todo lo contrario, invertir en los servicios p\u00fablicos. En este sentido, planteamos una publificaci\u00f3n de las mutuas patronales para completar un sistema p\u00fablico de salud solido. Existen herramientas legales para ello, pero desgraciadamente lo que no existe es voluntad pol\u00edtica.<\/p>\n\n\n\n<p>Desde la coordinadora interpelamos a los gobiernos auton\u00f3micos de nuestros respectivos territorios para que rechacen rotundamente este intento privatizador y que asuman un compromiso de que la atenci\u00f3n de las enfermedades comunes de estos trabajadores y trabajadoras no ser\u00e1 encomendada a las mutuas patronales. Al mismo tiempo, exigimos al gobierno central del estado que de marcha atr\u00e1s, y le demandamos que si de verdad quiere hacer pol\u00edticas al servicio de las mayor\u00edas populares, sea valiente y no siga por el mismo camino emprendido con la Reforma Laboral, la Reforma de las Pensiones y la Ley Mordaza.
